Hello.  

Yes, you can have Twitter lists.  I had the maximum, amount of lists until 
I became to blind to keep up.  Now, I have bookmarks, agents, science, and 
so on.

No to the next part.  When you post, it goes to everyone who follows you.  
As far as I know, Google Plus is the only social network that makes sharing 
with only one list easy.  Facebook has that capability, thought it is often 
confusing.  Twitter doe not.  Twitter does have a private message system, 
though, like all the other networks.

On Twitter, if people are following you, and you don't want them to, you 
can block them.  Otherwise, you can't stop them from following you.  It's 
not a reciprocal social media like Facebook is.
