Hi Darrell,
have you tried CTRL F2?
This Command is actually not a voiceover command as such but more of a 
universal global command for the OS. I actually now prefer using this command 
rather than the Voiceover one now. Give it a go and I hope it works.
As a side note, if ever your wanting to get to the doc the global command for 
this too will be CTRL F3 
Just thought I'd throw that bit of extra info for you and anyone else out there 
since we are on the topic of alternative commands for the Mac/windows
