Pinning to the dock, accessing notifications, and so on are not all Voiceover commands. The Notification Center can be gotten to with VO by pressing vo-f1 twice, then choosing it from the menu that appears. Pinning to the dock, though, is ctrl-cmd-shift-t, if memory serves. Most functions are in the drop down menus of their respective apps, accessed with vo-m and then the arrow keys. If a keyboard shortcut is assigned to a function, vo will announce it. If none is assigned, you can make one yourself (see the tutorial on www.applevis.com). For instance, I made a shortcut, ctrl-shift-n, to access the Notification Center, in System Preferences > Keyboard > Keyboard Shortcuts Tab > Mission Control (in the first table).
