You have fallen into another iTunes interface trap. There are two different 
ways to share a library. The Sharing toolbar button you find in your iTunes 
preferences is the old way and in my opinion, a far better interface than the 
new way called “home sharing”. In order to have your library seen by other 
devices you need to enable home sharing on the computer and the iOS device 
under a single apple id. Sadly, you have no control over what gets shared in 
the home sharing model. It’s all or nothing. The control you have in the iTunes 
Sharing preferences have no affect on home sharing. You should find home 
sharing in the iTunes file menu, and when you enable this on the computer and 
iOS device, you should be able to see your library. I’ll add the accessibility 
of picking the source is horrid for voiceover users on iOS devices. The video 
app’s interface is not accessible via voiceover unless you know where to click 
to switch libraries by guessing. And the interface in the Music app is not much 
better.

SO, in summary:
Use home sharing to share your computer’s library to an iPod, iPad, iPhone or 
Apple TV.
Use iTunes Library Sharing to share your library between computers running 
iTunes.
