That question was referring to an external server. The fact that you have ports 
blocked won’t help, even if you did setup a Mac server of your own, as all of 
the ports you plan to use, from the sounds of it, are blocked. So the local 
network works because no ports need to be forwarded or opened for access from 
the outside.
If you really want to broadcast without issue, I’d recommend broadcasting to an 
external server; that the provider will assign you a port on their server, and 
you configure NiceCast for Icecast1, Icecast2, or Shoutcast, along with the 
port you’d be assigned. Then, you give someone the address to your stream, and 
you won’t have to worry about you having to have blocked ports.
