The best thing I've found is the Personal Budget template in the new Numbers. 
It works really well, is very accessible on both Mac and iPad and of course 
syncs seamlessly between devices with iCloud.

Another app for the iPhone is TrackMySpend (though I can't remember if it's one 
word or three). It's fully accessible, though isn't the most pleasant to use or 
fully featured.

I've also tried Home Budget Light from the Mac App Store. The main problem with 
this is basically all the buttons are unlabelled. Given this, I've never learnt 
to use it. However, if a sighted person was able to help you label the buttons 
I think there's a good chance you'll be able to use it well. It's free.
