Just a thought: Several of us had a similar problem a while ago. The fix was to go into the Preferences in Safari, choose the Advanced tab, and then check the box that says "Show Develop menu." Then, go into the Develop menu from the menu bar and select "Disable Local File Restrictions." For whatever reason, the default was to not allow local files to be opened in safari.
