The way that I do it is I make sure the account I want to create a signature
for is selected, create it, close and I am done.  This cuts down on trying
to drag and make sure things are where they need to be.  HTH

Just FYI, I think the reason we need to turn curser tracking off for this is
because when you navigate away from the All Signatures list, the signature
you're trying to drag disappears from view. With curser tracking turned off,
however, only the VoiceOver curser is navigating away from the All
Signatures list. This means keyboard and mouse focus keep the All Signatures
list selected so the signature you wish to drag is still visible and able to
be dragged.
I don't mean to go on at length but I think it's useful to understand these
concepts as it's the same elsewhere in OS X, such as when dragging notes to
different folders in Notes. It's hard for VoiceOver users to understand as
it's related to what's visible on a screen as opposed to what's accessible
with VoiceOver.
