I think you want Blindsquare. It is $25, but does what you want and a lot more. 
For instance, it can announce intersections, alert you within a radius (such as 
200 meters so you can pull a bus cord), keep announcing where a point is 
relative to you as you try to find it, and more. It can even run in the 
background using A Capella speech.
