You must be in list view, or whatever view it is when you hit cmd-3. Either hit 
cmd-2 and create your folder, or go one level up. So, to make a folder in 
Documents in the cmd-3 view, move to Documents and hit cmd-shift-n. To make a 
folder on the same level as Documents, go to the Users folder, find the folder 
for your account, and hit cmd-shift-n there.
