Jeff, As Ray mentioned, the command is cmd-shift-t to add something to the Dock. Simply navigate while in the Applications folder to the app you wish to add to the Dock, once that app has VO focus, just press the cmd-shift-t key combination and the item will be added to the Dock. This also works with folders as well.
