It looks like they are redoing their doc pages. Sometimes zooming in or out fixes the mouse routing problem. Also, resizing the window some times helps. vo-shift-tilda brings up the window resize menu.
The above was the hard way and it doesn't always work. The easiest thing for you to do for the time being is probably to download the pdf. For some reason I don't find a button to download it on that page, but you can use this URL: http://developer.apple.com/library/ios/documentation/iphone/conceptual/iphone101/iPhone101.pdf. Good luck.
