A popup button brings up a menu or drop-down. In a application other than 
Safari, it will bring up a menu to arrow through. On a webpage in a web 
browser, a menu will come up on some part of the page. Web popups are a bit 
tricky, but most of the time, you can press VO-shift-end to go directly to the 
bottom of a web page immediately after you press the web popup, and a menu will 
be displayed. You navigate through this menu with VO-left and -right arrows, 
just as you would any other part of a webpage..
