Hi,

You are right. It does appear that VO can't find the WiFi networks menu. A
couple of things to note:

1. If you usually are connected to your WiFi network, it should automatically
connect when in Recovery mode.
2. You can confirm this in Terminal when in Recovery mode by:
        • VO-m to the menu-bar.
        • Over to Utilities.
        • Down to Terminal.
        • Enter the following command in Terminal without the $ sign:
        $networksetup -getinfo Wi-Fi
        • If you get your IP, Subnet and such, then you're OK.

3. You can also use the following command to connect to your WiFi network in
Terminal, if necessary. (Ignore $ and * in actual Terminal commands)

        $networksetup -setairportnetwork *interface *SSID *password

Where:
*interface is en0, en1 etc. If you have an ethernet adaptor in your Mac, then
you should likely use en1 for the WiFi interface.
*SSID is your network name. Use quotations if you have spaces in your SSID.
*password is your password for the network.

HTH.
