Mission control is usable with VoiceOver, but I am not sure of the 
practical uses.   However, here are some brief notes on it.

• All windows mode shows all windows in every open application in one clump.  
Control-up arrow is the shortcut.  There is a checkbox in Mission Control 
preferences to group windows by application windows for this mode.
        ⁃       Escape will quit it.
        ⁃       • Applications Windows mode.  Show all open windows in an 
application, including those that might be in another space or that are 
minimized.  Control down arrow.  
        ⁃       Tab key will cycle through each application. Escape will quit 
it.
• Desktop Mode, shoves all windows outward to reveal the desktop.   F11 is the 
shortcut.

You can create additional desktops in all windows mode.  They can be deleted, 
but desktop 1 is always present.  VO space on add desktop and VO-command-escape 
to close a created desktop.
