That's what i get for not checking. I was thinking of the messages setting: settings, notifications, messages, "repeat alerts". I have mine set to "never", so I am only notified once. I don't know if that will solve your problem, since you said it is the phone app, but it might be worth a shot. Also, have you restarted your phone? Done a home/power reset?
