The gestures are actually different. Most are the same as when vo is off - 
touching, swiping, and all that - but three fingers scroll the enlarged 
display. If I recall correctly, you double tap and hold three fingers, then 
slide them to move the screen around if not everything fits, or maybe you just 
touch and slide three fingers. You also use three fingers to change the 
magnification size (maybe that's the tap and hold part), dragging down to 
decrease and up to increase. That's all I have, sorry. I'm a vo user as well, 
and can see if my screen is on or off, but that's it. I don't use zoom and only 
know the little I do because I had to help someone set it up last year, so I 
had to do some research.

As to apps, there are magnifier apps that use the camera. These basically turn 
your iOS device into a hand-held magnifier, but they are not at all expensive. 
There is a $20 one from a pretty popular AT company, but its name escapes me. 
I'm sure www.atguys.com would have a link to it, though. Sorry I can't help 
more. As I said, I'm not a low vision person either.
