I don't know what a chess clock is compared to a normal clock, but why not simply check the time? If all you are after is a simple clock, would a talking one not work just as well, whether built into the Mac or otherwise? What about a simple stopwatch app (the one on iOS is great if you have an iOS device)? I'm not trying to be rude at all, I just don't quite understand what you're getting at. Also, a braille watch will run you $40 to $50 if analog timekeeping is important for this application.
