Hi Donna,  That's mighty odd.  I just tested here and VO f1 lets me into each 
document I have open in numbers and text edit, as well as all my safari tabs 
and so on.

I think we rely on command tab too much because we came from windows where 
accessing the task bar wasn't the thing to do.  I try to force most of my 
clients to develop an afinity for the dock and application chooser because they 
offer a level of access that command tabbing doesn't really.

Many of my clients alt tab or command tab without really understanding why they 
do that or how to pick things up when they get lost.  Where-as the menu 
structure of the application switcher is a very friendly way to see all that's 
going on on your mac.  Plus as well, if you have 10 apps open, command tabbing 
really isn't any more key presses than going to the dock, and even I start out 
command tabbing around only to forget which program I wanted and why, laughs,
