Well, the control-F5 button moves to/away from the toolbar as a standard 
Macintosh command. In my browser, the forward and delete are a group of buttons 
in the second position of the toolbar.

So if I hit control-F5 and then tab, I end up on the back button. If I then use 
either the left  or right arrow keys I will switch between back and forward.

YOur mileage might vary depending on driving conditions. 

Some other resources..

1 In the keyboards area of system preferences one can assign custom keys to 
specific application menus and I also believe buttons. 
2. THe second menu item in the View menu should allow you to customize the 
toolbar button positions.
