The rotor option is also available in Quick Nav. Just press the left and up 
arrows together or the right and up arrows and with every press, you'll get 
another option for controlling the function of the up and down arrows. These 
options vary according to the situation. So, in a text document, you'll have 
the text navigation options such as word, sentence, paragraph, etc. In Safari, 
you'll have links, headings, form controls, etc.
