Go to the vo utility, select speech from the table, select the voices tab, open the voice popup menu, and select customize. Once the resulting window loads, use the table to check all the voices you want, then hit the download button. You will be asked if you really want to download the voices as they are quite large - say yes and, after a while (depending on how many you selected), the files will be downloaded and installed. They will then appear both in that voices tab you started in, and in the quick speech settings available by arrowing around with vo-cmd held down.
