All the GarageBand Jampaks are available through the MainStage app.
mainStage costs $30 through the app store, and once downloaded, you can
choose to download all or some of the additional content which includes both
instruments and loops from the six jampaks.
Note though, the MainStage app itself is in my opinion, fairly uselewss, and
is only a vehicle for downloading the GB jampaks. When you first download
and run Mainstage, it will automatically download some basic content, and
the download screen is completely VO inaccessible. So, just let it sit there
silently for as long as an hour or two - sighted assistance can be a real
help here in case you get worried.
Once the download of the basic content finishes, and you can get into the
app, you can then select "download additional content" from the MainStage
menu, select the content you want (I just checked the box "select all" and
then let it run. This will download all instruments and loops from all the
jampaks which is around 19GigaByte.
I can't quite remember, but I think this download screen is VO accessible,
so you can read what content is currently downloading and the percentage
complete etc. It'll take several hours - six or so - to complete. You might
want to run it overnight.
When done, all the jampacks will be stored in the
MacHd/Library/Audio/AppleLoops/Apple folder. You'll find there the following
folders of loops: "Apple loops for GarageBand, "iLife sound effects", and
then the six Jampak folders.
