I think they started turning them into binary files around OSX 10.5 so only the older ones will be XML. From the terminal you can use the "defaults" command to read and write plist files of any flavor. Do a 'man defaults' for details. For example:

defaults read com.apple.Safari

will list all the current settings in the file and

defaults write com.apple.Safari IncludeInternalDebugMenu -bool true

turns on the Safari debugger menu.

and choose open with, right arrow to expand that sub-menu. Then choose "other…" 
and from the applications list, choose TextEdit. You should be able to read the
