AT&T sells a number blocking service but at $5/month that seems overly expensive.

This won't help right now, but it may in the future.
I set up Google Voice and give everyone that number who I don't want
to have my actual number. Calls and texts can be run through that
number, and if someone is being annoying, I can just go in and block
them myself. Before, I used Skype and had calls forwarded to my phone
for the same reason, but with Google Talk, you can also do this with
SMS.

k, but that's still not gonna really be ideal, as I O S would read the

I once saw a ringer that was a five second silence. I never got it uploaded

to my phone where I could see it, but I do put in specific ring tones for
some annoying callers.

And in places like Australia, the only way to make a telco block a number

The only problem that arises with this, is some telephone companies
sprint for example, don't have the ability of actually blocking numbers.

The customer service representatives may actually tell you that they
block the numbers, but the way that their network runs, they don't have
the ability of blocking numbers. Check out an application called Mr.
number. I'm not sure about accessibility on iOS, but it's usable on
android.
