This is an iOS6 bug. Please email accessibil...@apple.com to report it; the more people that report the same problem, the more likely it is to get fixed, or so I very much hope. In the meantime, isn't there a way to rename voice memos? You could also sync them over to your computer using iTunes and organize them there.
