If you go to settings, and then General, Accessibility, VoiceOver, and then
rotor, there is a setting for vertical navigation. It's turned off unless
you select it. If you do, it goes on the rotor, on the i devices, of course.

I have never seen it, and believe me, I browse the web with Safari quite
regularly on my phone. There is the chance that I have overlooked it,
