That happens in a few apps. I think what's happening is the menu item changes as soon as you envoke it, so it says "hide" once the sidebar is shown and vice versa. By the time vo gets around to reading the item associated with the keystroke you pressed, the item has changed, so vo reads the new text which now is opposite of what it was before.
