Thanks for the suggestion, I will look for it.
Actually, when my contact phones, I can Tab to "accept with video", then I vo 
space, and that's the video works.
But if I am the one to call, the video is not working, and I have no idea how 
to put it on yet.

until you change it, so if you video someone the next time you will be set on 
video call or if you just call, it will still be the same the next time!
  But just in case you need this under the toolbar and in Calls button you can 
set to Answer automatically this might help!

      I think that's the way it works by default. If you answer a video chat 
request Skype will wake up the camera.
