When I first started out on this venture, there was only one table showing to VoiceOver - the one with bookmarks bar and bookmarks menu and History. I then came across a podcast episode from earlier this year explaining that the horizontal scrollbar needed to be expanded. She said it should go to 100% but I could only move that one position; the original position indicated that it was collapsed; if I moved it more than one position, Safari would lock up and go into an infinite busy condition. Once I moved it just one click after restarting Safari, VO said 0 percent but then after that I was able to find the second table which has all my bookmarks in it. So if bugs notwithstanding or whatever, I can now manage the bookmarks the way I would like. I think the big deal here is adjusting the horizontal scrollbar so both tables can be exposed to VoiceOver.
