Android hasn't been so good for visually impaired but I have tested latest version and it seems to catch up Apple. It's true what you say about TTS. In my development version I have VoiceOver -only but it's just so bad compared to Acapela TTS that I'll not publish it.
If I find a partner or investor to make it possible to hire dev team, Android version could be possible.
