Plenty of rumors along that line, but I can't really credit them. They've been flying around ever since NLS made their position and their support for specialized devices clear. I personally don't use them even though I'm in the US. There are plenty of other sources for books that work on far more mainstream devices (Bookshare, iBooks, Audible, etc). Some are equally as proprietary in their way, but at least work on mainstream devices as opposed to ridiculously expensive book players that cost more than a 32 gigabyte iPod Touch and can only do one function. I refuse to pay that kind of money for what is, essentially, a glorified talking mp3 player with technology five years out of date and with absolutely pathetic sound quality even compared to an iPod, which isn't exactly the winner in that category.
