Hi,

Is this the alarm in the Clock utility?  In the Sound area of your Settings, 
under Ringer & Alerts, you can set the iDevice to a specific volume and not be 
changed by the volume buttons.  I have mine set to 50% thus my Ringtones and 
Alerts, including Clock Alarms always play at the same volume no matter how low 
I have the sound set.  If your problem is different than this, sorry for 
misleading you.
