That'll be Gatekeeper. Just go to the .app file, vo-shift-m, and select open from the menu. You will get a warning, but just ignore it by selecting, ok, continue, or whatever the button is. I believe there is a checkbox in that dialog to always prompt you with the warning for that file; uncheck it. Granted, I could be combining windows and osx in my head. Also, going to system preferences, then security, should show you where to disable these warnings globally.
