I've had the same problem. Sometimes I've been unable to fix it for weeks, wondering the whole time where that bookmarks table has gone. Because of this, I tent to use the bookmarks menu most of the time.
I'm never exactly sure what I do to fix the problem. I think I've interacted with the horizontal splitter and then used the up arrow without the VO keys. I think this may have worked. Sometimes I try funny things with the mouse too. Would be very interested if anyone has a reliable solution for this. Actually, I've just had a thought. Safari hasn't been going busy for me when I interact with and move the horizontal splitter recently. I've also had a RAM upgrade fairly recently from 4GB to 16GB.
