Hmm. It does on mine. What version of OSX are you running? I'm on 10.7.4 with Safari 6. On here I went to aol.com, picked some random headlin to go to another page and then did a two finger swipe to go back to aol.com. I do have mouse tracking following the VO cursor since I think the mouse has to be hovering over the browser window for the gesture to work.
