Sadly, it is not possible to complete PDF files on iOS or Mac when using a 
screen reader.  It is possible to do it with Adobe Reader if you are not a 
screen reader user, and when I try to open PDF forms within preview/iBooks, I 
am informed I need to upgrade to the latest version of Adobe Reader.  One of 
the new features listed for Mountain Lion was the ability to complete PDF 
forms, so what happened?

It is about time Adobe made Reader accessible for both the Mac and iOS, or 
Apple should beef up PDF support in iBooks and Preview.

The best way to make a PDF accessible is to publish it using HTML 5 and CSS 3.  
The most accessible PDF is one someone can read, than not being able to read at 
all.
