Do you have checked "use Voiceover on the Login window." You can get to this by 
opening system preps interacting with the scroll area and find the option 
called "Users and Groups." Open this with VO space.
Now I'm not sure how this next bit will will work for you but this is what I'll 
suggest. Basically VO left as much as possible until you find you can go no 
further. Now VO right after you here the word Toolbar spoken VO right once 
more. I think this is a let just arrow down until you here Login options. Now 
just keep going right with the VO keys until you get to that option that says 
having VO turned on at the login screen. 

I hope this helps. I'll let others address your other questions but I would say 
that having a password is good if you are a single user but if there are more 
than one person using the computer it might be good to have separate accounts 
which I'm not going to go into because I don't know how to do that on a Mac. 
Anyway I hope you get your problem resolved this Sunday!
