That's an issue of VO, I suppose. Here it happens regularly. Sometimes it helps just to restart VoiceOver and sometimes it's useful to restart Safari.
What for me is quite annoying in this context: it happens also in iTunes. VO even jumps back to the first header of the store page even though there are mor headlines. Already reported it to the support but no changes during last few new versions of iTunes.
