Hi, I think you're talking about a shortcut key like Control-F8 (or the equivalent VoiceOver specific VO-M-M where you hold down the Control and Option keys and tap the "M" key twice) for navigating to the status menu bar.
If you're running at least Mac OSX 10.6 (Snow Leopard), you can enable Keyboard Commander in VoiceOver Utility (brought up with VO-F8) by navigating to "Commanders" (Command-8) and the "Keyboard" tab. If you check the box for "Enable Keyboard Commander", you can assign a key to be used for a specific action in combination with a modifier key like the right option key. If you have "Allow VoiceOver to be controlled with AppleScript" checked in the "General" menu of VoiceOver Utility (Command-1), then you'll also be able to add key definitions to your commanders that are bound to AppleScripts. For example, if you go to John Panarese's macfortheblind web pages (or alternatively search this list's archives), you'll find an AppleScript for speaking the battery status. Download and save it on your computer, and you can add an assignment of a keyboard key like "b" in the table of your Keyboard Commander shortcuts to a custom command like running a specific AppleScript (that you specify) when you press Right Option+b in order to announce battery status. There are already some default scripts built into your Mac that you can use to speak the time. You can also simple navigate along the status menu bar (VO-Right arrow, or just right arrow if you have Quick Nav mode enabled) to find out about your network connection status, battery level, time, etc. HTH.
