You should see if the mail provider supports ESMT. A large number of ISP's block SMTP servers that they don't control in order to control SPAM. With ESMTP you need to login when sending as well as receiving mail, so ISP's don't block it.
It is always useful to look at the connnection doctor for Mail to figure out what is happening in these cases. If you need additional help, look in the windows menu for connection doctor and let me know what the account you are working with says there.
