Hi, I have noticed tat sometimes the shortcut menu does not work for some links but have4 not found a reproducible situation I could report to apple.
I can just say that when you are on a link and hold down option and press enter it should download it. THe way to know if it does is to press command option l while in safari and tab to downloads list. OR go to your downloads folder and see if it is there.
