Using an app called Spark, I was able to bind a "say time," script to F13. However, F14 and 15 seem to be bound somewhere I cannot pin down, to increase and decrees display brightness; I cannot supersede this binding with Spark. So, that's partial success, and if anyone can tell me where F14 and F15 are bound, so I can unbind them, this would be a useful thing to be able to do. However, at least I now have one key, F13, which tells me the time; this is a partial victory anyway, and it's almost cartoon time...
