Hi, I highly doubt you needed to reinstall for that. That's a known issue in Lion, where Voiceover will not speak at the login field, even though it's set to. In fact, there are bugs with VO starting on startup in lion in general. I've reported them to Apple for investigation, so perhaps they'll be addressed in Mountain Lion.
