1. SOme widgets can not easily be removed though you should be able to click them to make them inactive. System provided widgets are not in your personal Library, so I would expect the "delete" button would never appear. If they are truely annoying you, then you should be able to search them out from the /Library/ or /System/Library/ directories.
wrt your question on voice speed, there are two primary places to set this so you will have to be more specific: 1. In Voice Over (VO-command-uparrow/downarrow) or in the VoiceOver Utility under the speech tab. Any application that is using non-voiceover speech output, (iChat, growl ...) either has voice rate voice sync settings in its control panel, or else just uses the default system voice settings found in the System Preferences.
