Tried this, now I don't get busy messages, get waiting for disk to be inserted messages, even though the drive is spinning with a known good disk.

This is my personal experience only, so I preface this by saying that I have no proof that it makes a difference, but I was having a lot of issues with blank CDs and DVDs, as well as when opening an optical disk causing repeated busy signals. I ended up deleting my Finder preference files from my user library and rebooted the system. I haven't had any issues since. Note that if you delete finder preferences, you will have to reconfigure Finder in any customizable way you might have initially set.
