when you create signatures in preferences, you first create the signature by VO 
to add signature which is found under the 2nd window in the signatures area. 
this then creates a signature file for you to go into the edit window. create 
your signature. this is automatically available.
if as an example you have multiple accounts and want your signature on all 
accounts, navigate to each email address one by one and then tab to a field 
which will most probably say "none" interact with it and it will give your 
signature. select it and it's done. this will be the default signature for your 
account.

sorry if it sounds a bit sketchy, had to answer but rushing around trying to 
find a digidesign 003 interface at a bargain price.
