Here is specifically what I sent them. Sort of open the door to get them
to respond and state the monitor problems as a given fact.

On various mailing lists there are numerous reports of lag and other bad
behavior in voiceover when Mac Minis are used without a monitor. This
has been pretty well known for many years. One person received a
response from Apple Accessibility before purchasing his Mac Mini that
this issue no longer exists. Unfortunately no detail was provided as to
when or which models this was fixed. Could you please elaborate as to
when this change was implemented so we can better help folks know if
they have to have a monitor or not? I will re-share your response so
this information is more widely distributed. Thanks.

So I went ahead and emailed the apple accessibility folks if they could
document when this was fixed so folks know if they need a monitor or
not. My assumption is that they just got it wrong but, if they have it
fixed, they need to say what models no longer need the display to
function correctly. Maybe the latest video chipsets really do have it
fixed, but I'm not holding my breath.
