A friend of mine in Kansas (who is also blind and a mac user) uses a simple 
text editor (textedit) and writes the raw html. 

if that is not for you, there may be a solution in OpenOffice. that program can 
publish web pages. I haven't tried that part of OpenOffice yet as I don't do a 
lot of web publishing.
