Hi,

Nope.  I haven't figured out away to do this with Garageband at least.  Your 
best bet is to use an audio editor to fade the part of the audio track you want 
lowered.  Or, you can always try ducking in Garageband but, that doesn't sound 
like the effect your looking for.  But, it might be close enough.
